Don’t try to draw each individual hair, but more the shape and patterns in it. Try to look at it as an object with texture. Use a photo resource until you get it down really well, and draw what you see rather than what you think it’s supposed to look like.

So the big secret is: to draw convincing fur with a pencil, you need to draw not the hairs/clumps, but the shadows between them.
