It appears as though the validity of the DLC Key is only checked when you log into a EA account which is pretty dumb if you ask me. Nevertheless this issue is solved. Thanks to everyone who was trying to help me.

If you try to log in within the game to redeem your DLC, you will be unable to connect to EA's servers.
3 lip 2024 · DLC in Dragon Age 2 not working? What to do? First of all, you must be logged in to your EA APP account inside your game. If you don't do this, even installing add-ons won't help. If you remember your password and can't log in because it takes you to a website that no longer works.
Adding here that if I open the EA app and go to DA2 and click manage then add-ons it shows The Black Emporium DLC but says to "manage on Steam". That is the only DLC mentioned on the EA app and none appear in-game.
I bought DA2 Complete from steam on blackfriday, but the DLC is not working properly. at fist it's unauthorized. i changed MID="217" RequiresAuthorization="1"> to RequiresAuthorization="0">. and I solved the problem.
There are many options for fixing the issue of the DLC not working for DA2 Ultimate Edition through Steam that you can find, (here, here, or here for reference) but ultimately none of them worked for me.
