To install a package from source code you need the source-package distribution installed from R-4.4.1-win32.exe (but not the R sources). The 'R Installation and Administration' manual contains detailed instructions.
Download and Install R. Windows: go to https://cloud.r-project.org/bin/windows/base/ click the “Download R 4.4.1 for Windows” link. When the file finishes downloading, double-click to install. You should be able to just click “Next” to all dialogs to finish the installation. Mac: Go to https://cloud.r-project.org/bin/macosx/

Windows Instructions. Click the link that says Install R for the first time (or click base; they go to the same place). Then click the Download R 4.1.1 for Windows link, which will download the installer for the most current version of R (4.0.2 as of July 24, 2020).
