If they are using their own methods of gathering/supplying data then they are most likely cheating. If they are accessing restricted game memory/data then they are hacking. These words have quite clear definitions if you take the time to look them up.
In our experience we have seen new hacking technology that seems to take control of mouse movement in order to execute combos, quickly hex etc. These hacks can be a bit more subtle to spot and I don't see a way in which they'd be caught in game by an opponent in the many cases.
Now today in Europe time early around 4:00-6:00 AM, I was unlucky to find myself against such script/hack abuser TWICE in the (Immortal/Divine bracket), the player with said hack/script was uncalibrated with low amount of games and a private profile, most likely queuing in this specific hour on purpose and most likely boosting the account.

4 cze 2022 · All you have to do is stop writing the player IDs to the server_log.txt file in the folder SteamLibrary\steamapps\common\dota 2 beta\game\dota. It gathers the player IDs through that file. Whenever you accept a match the Dota client writes the Match ID and all player IDs into that file
