Best stages are Story 23-8, Raditz event 3 and Shenron Stage 2. I personally prefer Story 23-8 because you can farm gems at the same time. Links 1 to 4 are easy to level up, links 5 to 7 are harder, links 7+... Good luck. You can spend a lot of runs without leveling.

If you really need blue gems and want to LL, zhard of 34-4 is great (much better LL value then the super version), but pure LL/sta 33-2 is still better.
