The best explanation came up to my mind with Potara is, "Any character who wears and used the Potara earrings + all Kais". With this explanation it makes sense why TEQ Ultimate Gohan is not on the category while Black and Zamasu is.
Each level of TaB adds .05 per level to each of the Adv modifiers. At rainbow you would have 10 TaB, so an additional 50%, and at 55% you would have 6 TaB, or an extra 30%. The general critical hit modifier is 1.875.
