Correct! You can absolutely cast reaction spells on your own turn, provided you satisfy the reaction trigger. For examples, to cast Shield, you'd need to get hit by an attack (i.e. someone else's reaction). By RAW, reaction spells are not 1-action cantrips, so they would get shut down by a BA spell.
