I'm looking for a system for inspiration on how to run very anime-styled over the top combat, ideally with the monologues and speeches that tend to come with it. Is there any system out there that does this well, and can you explain it?

Godbound reflavored could work, and would probably be the easiest transition from a DnD system. Mythender is a game about killing gods. I always push rules lite systems for anime feel, since what people call anime feel is really just gonzo action coupled with diverse power sets.
If you want another anime-inspired system, OVA is a popular choice. I personally did not care for it, but its not a dumpster fire. Otherwise, I point to things like GURPS, Savage Worlds, Fate, and many other generic systems that can roughly pull off the same sort of things, just in different rules packages. 13.

Depending on a campaign, the most powerful God can change from Ao the overgod to a random beaver hidden at the bottom of a random swamp on Toril.
