A 1st level wizard has two 1st level spell slots, so they can cast two 1st level spells before they have to rest. The amount of slots increases as you level up.
You "collect" four 1st level spell slots and two 2nd level spell slots when your character reaches level 3 in Bard, Cleric, Druid, Sorcerer and Wizard class. You never lose the spell slots, you gain them to use when you want.
