A quarterstaff is a double weapon. You can fight with it as if fighting with two weapons, but if you do, you incur all the normal attack penalties associated with fighting with two weapons, just as if you were using a one-handed weapon and a light weapon.
Proficiency with a Quarterstaff allows you to add your proficiency bonus to the attack roll for any attack you make with it. This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
An attack roll represents your attempt to strike your opponent on your turn in a round. When you make an attack roll, you roll a d20 and add your attack bonus. (Other modifiers may also apply to this roll.) If your result equals or beats the target’s Armor Class, you hit and deal damage.
As a wizard, quarterstaves use strength, so you add whatever your STR mod is to the attack and damage rolls. A quarterstaff is a melee weapon and as such uses strength for attack/damage rolls. Your attack bonus would be proficiency+strength modifier. Your damage bonus would just be your strength modifier.
