You can mark a document as read-only and still allow changes to selected parts. You can make these unrestricted parts available for anyone who opens the document, or you can grant permission to specific individuals so that only they can change the unrestricted parts of the document.
Select the File tab. Select Info, choose Protect Document, point to Restrict Permission by People, and then select Restricted Access. In the Permissions dialog box, select Restrict permission to this document, and then assign the access levels that you want for each user.

To be clear, I don't want to remove a particular break, or reposition a break, I want to entirely disable the concept of pages altogether. I do not intend to print anything that I create in MS Word, basically ever under any circumstances.
