Just want to drop info it's possible to reach 70 affinity for all characters on your 2nd play-through in the truthful route as "early" as chapter 11 so they can all go to their Mega form. Note: Obviously always pick the answer which will raise their affinity, you can literally save/load when presented with choices.

there’s a guide on Steam for the NG+ route where it will tell you all the answers to get 70+ affinity for every character! but beware, as it is focused on the NG+ unlocked route, and will spoil things for you if you try to use it on the first run-through of the game.
