In this paper, we conceptualize constitutional monarchy as a form of government in which the titular ruler has no power, and provide a theory of its endurance. We ask, what is to be gained by a having a constitutional monarchy instead of a republic, especially when the only apparent difference is the presence or absence of a titular monarch?
