The first step in modding IMO is installing D2RMM in my originally posted comment. The steps to running that are this: install d2rmm anywhere on your computer. download mods and put them in this folder \d2rmm\mods. run d2rmm, select the mods you put in the mod folder and click install. in d2rmm, click launch d2r.

If you want to play modded old D2 together online, the best mod available is likely gonna be Project Diablo 2. If you're interested in playing modded offline, I'd highly recommend the D2SE Mod Manager, it easily allows you to install a large amount of different mods via plugins.
