In line with the Policy Guidelines on the implementation of Alternative Delivery Modes (DO 54, s. 2012), the Division of Marikina City developed eLearning Program in 2013 that aims to widen the access of learners to quality basic education through integration of ICT and modern technology.

The Schools Division of Marikina City became an independent Division after Marikina was converted into a highly urbanized city by virtue of Republic Act 8223. It was inaugurated on January 2, 1998 with Dr. Abella C. Macarandan, Assistant Schools Division Superintendent as Officer-In-Charge.
Because of these demands, the education system, the Department of Education recognizes the importance of professional standards in the continuing professional development and advancement of teachers and school leaders based on the principle of lifelong learning.
