In cooperation with the U.S. Consumer Product Safety Commission, Dell is voluntarily recalling and offering free replacements for certain AC adapters that were sold for use with some models of Dell Latitude, Dell Precision and Dell Inspiron notebook computers.
Hazard: The power adapter casing can break and detach, exposing the internal metal components, posing an electric shock hazard. Remedy: Replace. Consumers should immediately stop using the recalled hybrid adapters and contact Dell for instructions on receiving a free replacement adapter.
Have you tried plugging in the ac adapter directly to the wall? Check the Current Processor Speed in BIOS - this looks like it may be stuck in .79-.8GHz which means it's unable to TurboBoost possibly because of some power issue.

The recalled batteries were sold with the following Dell notebook computers: Latitude CPiA, CPiR, CPtC, CPtS, CPtV, CPxH and CPxJ, and Inspiron 3700 and 3800.
