Windows detects red alert 2 and applies compat settings automatically, that fails on custom installations. You could try to apply them on your own using the application compatibility toolkit from microsoft, here are the settings you need to apply (game.exe / gamemd.exe):

2 sie 2015 · Try right-clicking on RA2/YR .exe files (or shortcuts), go to Properties, then the Compatibility tab. Check the Reduced colour mode option and set it to 16-bit (65536) colour. I've tried that as well as the other compatibility options, it didn't fix it unfortunately.
18 wrz 2015 · The following should fix the functionality of Red Alert 2 on Windows 8 and Windows 10. Please follow the instructions in this thread. Note that this fix should work with the Origin version of Red Alert 2 as well.

Select Screen Resolution from the context menu of your desktop. Make sure the resolution is set to at least 1920×1080. If it isn’t, change it and restart the game.
