Yes, you can now respec attributes once per game instead of only being able to respec skills. There is no other method unless a mod exists for it.
All in all, mods like "Neu-ReSpec (not updated rn)" and "Infinite Attribute Reset - REDmod (2.0 ready)" are a proof its easy. First legit undo's the attribute, like you can remove perks right now in 2.0, and the second just makes the "respec" button always available.
