Yes, you can now respec attributes once per game instead of only being able to respec skills. There is no other method unless a mod exists for it.
It's a 1 time respec for attributes i think, but you could still respec perks. And yeah 2.0 is free, but the Phantom Liberty DLC also adds 10 more perk points and the new Relic skill tree that uses special relic points to unlock its perks
I heard respecs were unlimited in 2.0 so I respecced my attributes thinking the warning message just meant I get one free respec and the rest I would have to pay for. Turns out that's how perks work, not attributes.
