There's two paths to this. One is to start Cursed Ground + Impending Doom until you get Vixens. The other is to just play PConc or TR until you get all the stuffs.
I've heard some talk that Impending Doom, because it is a cooldown skill with charges, doesn't actually waste %CDR between the 14% and 52% breakpoints like most other triggers, which I suppose makes sense, and means that cast speed has a more linear relationship with the cooldown than normal.
