Cecil Adams (October 31, 1981 - November 20, 2013), self-styled Count Vertigo and formerly known as The Count, was the dealer and creator of a drug called Vertigo. I'm glad we got one, but it was never fully realized. They could have easily have given him an origin on The Flash and moved him over, especially if they planned it long term, they could have made him like a Reverse Flash type of occurrences, while they did do that with Malcolm, but he became good. I just feel we never got a Green Arrow closure.
