Most quests can be completed on a budget, the XP rewards will very quickly level up your skills and you'll be able to earn decent enough GP/hr (OSRS wiki money making methods). Start doing birdhouses & farming ASAP (Herbs + coconuts + cactus spines is huge GP for a quick farm run).
