Mario Kart 7 has an option for motion control steering. Citra already supports cemuhook's UDP protocol for a few years now and you use a Wii mote with Wii motion plus with that. https://cemuhook.sshnuke.net/padudpserver.html.
Download the HID Wiimote driver package matching your Windows. Unpack the files. Run “ControlCenter.exe”. That will bring up the HID Wiimote Installer. Install the certificate. Install the “Device Driver”. Afterwards close the Installer to bring up the Control Center. Connect your Wii Remote or Wii U Pro Controller to your PC. Leave the PIN empty.
From the Device Manager window, under Human Interface Devices, there should be "Bluetooth HID Device". Right click on it and select "Update Drivers", then "Search from my computer", "Select from list", then "Wiimote Device". If all goes well, the LEDs should go solid.
