So recently I purchased a brand new empty 20 lb siphon tank to refill my smaller tanks, and I brought the brand new empty tank down to Central Welding, handed it to him, and got a full tank back, and have never looked back. The only requirement I make is that they give me an aluminum tank, which is pretty much all they have nowadays anyway.
