so do I need to set all of these each time I open CS? Or just need to do the interp ratio and ratio?
Also you can try to change to the following commands in your autoexec: fps_max "0"; snd_stream "0"; and delete cl_interp, cl_interp_ratio and cl_lagcompensation completely. I found my game smoother without the following command(s) aswell:
