Clue scrolls are used in Treasure Trails hunts. There are 5 different levels (easy, medium, hard, elite, and master) and the level will be designated when looking at the clues name.

Don't know of any specific list of all requirements, but the runescape.wikia is where I go for all my clue scroll information. For elite clues, if you have not done the quest you won't get the clue for that area locked behind a quest. For hard clues, you will need to do quests.
Hard clue scrolls can be between four and six clues long, with multiple enemies to defeat and can have high-levelled quest requirements. Elite clue scrolls can be between five and seven clues long, with multiple fights, and puzzles every step.
