Utility Bill Online Payment System Changes. The City of Baytown has improved the way you pay and view your City of Baytown utilities. Customers must create a new profile to link their accounts on the Baytown Utility Services portal.
The utility services offices will be closed through Wednesday, March 29 while our employees train on the new system so you will not be able to pay your bills at the utility offices, but online payments are now available. Pay-by-phone is no longer available.
