The easiest and best way to cheat Pokemon Ultra Sun and Ultra Moon is by using a Nintendo 3DS emulator. The only emulator for the 3DS is Citra, so if you’re using it to play Pokemon Ultra Sun and Ultra Moon, cheating your way to victory only takes a few minutes.
Once you have the cheats you want to use, load your game, then up on the Citra tool bar go to Emulation then cheats. The cheats window for that game will open. Up at the top right is a button "Add Cheat".
To enable a cheat you must include this “*citra_enabled” under the cheat title right before the first line of code. It should look something like this. [Wild Pokemon Shiny v1.0]

To use to cheats open the game, them open the 'emulation' tab at the top right. Select 'Add Cheat' and copy paste one cheat that your going to use. Click save after you done and like the checkbox by the cheat to enable it.
