We can all complain about how long it is taking to get Circle up 100% to the masses, but they are doing what they should do, playing it safe with a limited user base to make sure it is ready for prime time.
About 3 days ago I made an account with circle with my end goal being to get some bitcoins. I had tried to use coinbase but immediately decided against it as they wanted me to provide them with my ID (why???).
They do all sorts of things to build a profile of you and evaluate your risk as a buyer and the likely hood of fraud to determine a account limit. Someone did post they just signed up and limit was $500 though. If This true and you can get $500 straight up without much info and a credit card then yeah it's fraud prone.
