New comments cannot be posted and votes cannot be cast. you should run (Windows+R) %appdata% and then look in the folders for folders like "Google" and / or "Google Chrome". you can delete them. I had good luck with Revo uninstaller free, it searched the registry and deleted all the appdata also.
