To fix the issue, I brought the berm in closer to the tree, so hopefully more water will be funneled to the rootball, rather than going straight in to the surround soil. After I gave it a good soak, I tested the rootball with the moisture meter, and it was showing that it was well watered, so hopefully that fixed the issue.
In the Bay Area, large canyon live oaks have been found dying from P. ramorum/SOD. If you are in central coastal California in an area known to have SOD and canyon live oaks are present with California bay laurels nearby, consider clearing bays (even the little ones) within 20 feet of large (> 1 foot diameter) individuals.
