This absolutely DOES WORK on a 64 bit windows computer and it provides every feature GM's official Tech2win diagnostic App performs. If it isn't working for you it's because you didn't install it properly, or chose the wrong options when opening the Tech2win application.

I have done some digging on the saab forums and here and my consensus is that: Car > Candi > Tech2 > USB-RS232 > TIS 2000. However I don't know where I could find any relevant except for ebay clones or candi modules.
