While not a romance option, she can be flirted with on several occasions and admits to having feelings for the Inquisitor after some time. While she says they can discuss it after defeating Corypheus, no such option becomes available after the final mission.

There are no requirements as far as I know but not every region you enter gives you a flirt option with harding. If you progress too much with another romance, her romance will just break off as if nothing happened. You should get flirt options in crestwood, western approach, exalted plains, emerald graves, emprise and hissing wastes.
