The 2 processes (steam.exe and game.exe) are 2 different entities, so the game can access to the internet (because you didn't block it in the firewall) and let you play with your friends while steam.exe is blocked by the firewall in order to let your friends launch the game.

Sadly Cloud is the only solution. Windows is required due to the DRM of the windows store and Xbox game launcher. The other solution is to get windows installed into your SD card so you can have the best of both worlds. Lastly is to stream from your home PC for games not on Xcloud, but I understand that isn’t the desired solution
