OC, baton, and taser are all considered unarmed. HOWEVER you will need to be certified to carry and use them. This is for liability reasons because if you use them you might get sued and if not certified you'll lose. Also CA is very strict about what you can carry. You need your guard card and a baton card to buy and carry a baton.
Guards with "Unarmed" registration can carry anything except a firearm, as long as it's allowed by post orders and company policy. "Armed" registration is only required if you carry a gun. The state doesn't even require that you go through any certification course in order to carry OC, baton, taser, or handcuffs.
It's not that one's better, it's that OC can be used against multiple aggressors. Most states also require guards to be certified with a Taser. Same with OC but less states require separate certification for it. I would just check the laws in your state and area regarding each.
