You have to fight a lootable item called "Camden County Map", right click on it and select read map. Then on the bottom left there is a button called "show all", I think? That pulls up the standard controls to make notes and symbols (make sure you have a pen).

For instance, construction workers and engineers will spawn at construction sites. Police officers at police stations or donuts shops, while doctors will start at hospitals/clinics.
