Recon armor was a gift from Bungie, usually for some big community involvement. Towards the end of Halo 3's life before moving on to Reach it became unlockable by completing the vidmaster achievements.
The only way to unlock Recon armor in Halo 3 before 343 gave it to everyone was by completing the Vidmaster challenges in Halo 3 and ODST.
HBO: The Game Informer article makes it clear that it will take seven Achievements to unlock Recon armor - the three Vidmaster Achievements available now (Annual, Lightswitch, 7 on 7), plus one more from Halo 3 (the Brainpan Achievement), plus three currently-unnamed Achievements attached to Halo 3: Recon.
