Your giveaway needs to be legal. Twitch does not say specifically what is allowed or not, other than you must not be conducting or promoting illegal activities. Anything else seems to be allowed. Such as follower only, perform a certain chat !command to enter, etc...
This means that anyone who is just viewing to join the giveaway they won't win due to not being an active member of your free discord. 90% of the time, it's your subs, active chatters, or previous subs in a channels discord. Adding a rule page to the server helps, too. They will have to actually do a task to be eligible.
