Depending on what you want CC you can find people on Tumblr, The Sims Resources, Patreon. Mods are similar Patreon, Mods the Sims, Sims File Share. All of these are safe to use. Most Content Creators for the Sims have their own website where you can download stuff for free which is also safe.
Sites like Simsdom are sketchy and probably should be avoided. Once downloaded, unzip them (if necessary) and put them in your mods folder no deeper than one subfolder. I'd also suggest MCCC as a mod.
