I suggest starting with a few larger graphic mods, then searching out ones to help anything you aren't satisfied with after that. Good major retexture packs include: QTP3 (Qarl's), the new Oblivion Upscaled Textures (with the add-ons for SI & the DLC) or maybe AmpolX's retextures (available on TES Alliance, I think).

I personally love the realistic basic needs mod, the camping mod, CM partners and the dozens of villages and inns mods. Find what you want and slowly add them to the game. Most settlement mods are harmless and can be easily removed.
