My best advice: Check out the free and awesome FoE City Planner tool. It lets you import your city and mess around with the best layouts in a really convenient way. Drag, drop, delete, add buildings you don't yet have, etc.

Click on any tile on the Dashboard to load the city. New info and options will appear at the top toolbar when the city is loaded. You will see city name, buttons for different actions and city statistics. Do not forget to save the progress from time to time.

Super basic city layout tool. I much prefer the top down view and wanted to be able to import my cities, so made City layout tool (https://sacah.github.io/foe-city-layout/) Very basic, suits my current needs, have a video showing how to get the data with FoE Helper extension.
This tool allows you to build and test city plans without the limitations of trying this in-game. Perhaps you don't have enough expansions yet, or missing the right buildings at the right levels, or just lack the pre-requisite research.
