My best advice: Check out the free and awesome FoE City Planner tool. It lets you import your city and mess around with the best layouts in a really convenient way. Drag, drop, delete, add buildings you don't yet have, etc.
You can also try the application as a guest user. You will not be able to save any data.

Your most pressing needs also change over time, so you regularly have to review your buildings and layout.
