My honest opinion is if you plan to stream, make like easy on yourself and buy an Intel CPU. Something like a Core i5-11400 or Core i5-12400 (when it's available to buy). Use Intel Quicksync to encode the video stream.

Nvidia's cards have a pretty good realtime encoder, they can let you stream/record a PC game while playing it with practically no impact to gaming performance. Intel's CPUS and AMG's cards have such a feature too, but Nvidia's seems to be the best perfuming out of the three.
If you are streaming seriously (like for money), then it will be better to get an Nvidia RTX card (ideally a 3060 Ti) but otherwise the RX 6700 XT is good.
