The federal government is led by the prime minister of Belgium, and ministers lead ministries of the government. Ministers together form the Council of Ministers, which is the supreme executive organ of the government (equivalent to a cabinet).
The politics of Belgium take place in the framework of a federal, representative democratic, constitutional monarchy. The King of the Belgians is the head of state, and the prime minister of Belgium is the head of government, in a multi-party system. Executive power is exercised by the government.
Under the reform of the state, the pyramid of the unitarian state made way for a more complex three-level structure. At the top level, we now find the Federal State, the Communities and the Regions, all three of which are equal from the legal viewpoint.

Between 1970 and 1993, the country evolved into a federal structure. This occurred through six state reforms (in 1970, 1980, 1988-89, 1993, 2001 and 2012-2014). As a result, the first Article of the Belgian constitution reads today: 'Belgium is a federal state, composed of communities and regions'.
