The YouTube ToS allow you to stream videos. They restrict downloads. If you break that, your “cached stream” isn’t legal to begin with. It’s like going into a store giving free samples and taking a box full. You have to follow their rules, or the legal system may rule against you.

I had a process continually downloading at a bit over 10 MB/s for around 2 weeks straight without problem. I ended up with around 15TB downloaded in total without issue. Unless you are downloading videos non-stop using a gigabit connection I wouldn't worry about being banned.
