There is a network outage. Games that require a network won't work. Games you can play offline seam to still be playable.
Ban waves are the standard for almost every single game. There are of course ad-hoc bans as well, but ban waves are the norm. The simplest explanation is that cheat/hack creators can't react as quickly if they ban periodically. It's like an arms race.
