Common tactics phone scammers use is to claim that they are from the Department of Veterans Afairs (VA) or the Social Security Administration and there is an issue with your social security number, and they will need you to provide the number to them.
I think it's good that they're transparent and you at least know what you're getting yourself into. If a VA is more than capable of finding a client who pays $3k/month, then they're free to work directly with the client and not go through an agency like Athena.

Even if it shows the government agency’s real phone number, or even if it says something like “Social Security Administration,” it could be anyone calling from anywhere in the world. Don’t trust it. If you spot a government imposter, tell the FTC at ReportFraud.ftc.gov.
