Player argonians can become normal vampires and in Skyrim an argonian Dragonborn can become a lord, there are argonian npcs ( Exarch Gazes-Red) and such. How they'd be depends on the strain they got and the individual.

Pretty much any race is against vampirism. People who are willing to become vampires are seen as freaks by majority of sentient inhabitants of Tamriel. So an Argonian vampire is not really more far fetched thing than a Nord or a Dunmer or an Imperial or whatever vampire.
