I have the PS4 Remote play program installed onto my computer. Jumped to my phone with its mobile data, loaded up Steam Link, closed Big Picture mode(yes, this is an option), and then accessed PS4 Remote Play on my desktop with my phone’s touchscreen.
It would be easier to connect your PS4 to the tv you’re trying to play on if possible. The other solution could be connecting a laptop to the tv you want to play on and using the PS4 remote play app through the laptop.
