After digging around a bit, I saw that windows disabled the AMD Hi Definition Audio Bus driver. Since the audio output is my smart TV (a Samsung) plugged into the AMD card, Windows apparently couldn't see the TV speaker output. I resolved it by telling the AMD Adrenaline software to update.
It's a very specific problem with the AMD High Definition Audio Drivers when you're outputting audio over hdmi with an AMD GPU to an AV controller. Also, I've only personally verified this fix on Windows 11.
